Remove ELF specific -ffunction-sections from osx crosstool Also `-fdata-sections`. These flags do nothing for mach-o binaries. See https://clang.llvm.org/docs/ClangCommandLineReference.html#cmdoption-clang-ffunction-sections Closes #7986. PiperOrigin-RevId: 243893274
