Make --experimental_enable_repo_mapping a no-op The usage of the `repo_mapping` attribute in repository rules is now enabled by default. The removal of this flag is a no-op because users still have to opt-in to actually using repository renaming by setting the repo_mapping attribute. Towards #7132 Closes #7133.
