Support yanked versions for Bzlmod modules - If present, parse the `metadata.json` of registry modules and cause the build to fail if any yanked version is present in your dep graph. - `--allow_yanked_versions` flag and `BZLMOD_ALLOWED_YANKED_VERSIONS` env var which allowlist the specified yanked versions from causing the build to fail. `all` keyword allowed to disable completely. https://github.com/bazelbuild/bazel/issues/16180 Closes #16180.
