Add back test coverage for bazel_(coverage_)_java_test for JDK 11 & 17. From this [discussion](https://github.com/bazelbuild/bazel/commit/707d06573107666e0ad631778a7a1e87f4d486a2#r139632054), we should add back test coverage for JDK 11 & 17 Closes #21652.
