Skip locally delegated configured targets during remote analysis cache invalidation. When a pre-rule-transition `ConfiguredTargetKey` misses in the remote analysis cache and delegates locally to a post-transition key that hits in the remote analysis cache, the pre-transition node stores the delegate's `DeserializedSkyValue` instance directly. Excluding locally delegated nodes from `SkyframeExecutor.invalidateWithExternalService()` prevents uncached pre-transition keys from missing on every source file edit and falsely invalidating their reverse dependencies.
