Add OpenJDK 11 archives for aarch64 (arm64). This allows users to build Bazel on arm64 machines without requiring any flags. RELNOTES: Bazel can now be bootstrapped and built on arm64 platforms without requiring any flags or patches. PiperOrigin-RevId: 255391424
