Windows: add blaze_util::AsAbsoluteWindowsPath Replace blaze_util::AsWindowsPathWithUncPrefix with AsAbsoluteWindowsPath, which always returns an absolute path. Fixes https://github.com/bazelbuild/bazel/issues/2935 RELNOTES: none PiperOrigin-RevId: 162727218
