Fork J2ObjcLibrary into Bazel and Google variants NFC. This is similar to how the cc rules are set up, so that they can have different CppSemantics. We use BazelCppSemantics for the Bazel variant and ObjcCppSemantics for the Google variant. PiperOrigin-RevId: 369167026
