Fix a bug to generate XFDO stamp correctly when the fdo mode is XBINARY_FDO, and generate PLAIN stamp for both AUTOFDO and XBINARY_FDO when -features=-autofdo and -features=-xbinaryfdo are present. RELNOTES: None. PiperOrigin-RevId: 214301662
