Update zlib to 1.2.13. This pulls in the fix for CVE-2022-37434. I made this PR by doing the following: ``` $ curl -OL https://zlib.net/zlib-1.2.13.tar.xz $ tar xf zlib-1.2.13.tar.xz $ rsync -a --delete zlib-1.2.13/ third_party/zlib/ $ git restore third_party/zlib/BUILD* $ cp third_party/zlib/LICENSE third_party/zlib/LICENSE.txt ``` Partial commit for third_party/*, see #16508.
