Clean up `prefetchDeps` a bit. The default implementation delegates to `getBatchAsync`, but the default implementation of that does nothing if its supplier is not invoked. Additionally, remove the `PrefetchDepsRequest` class in favor of passing multiple arguments and using a return value instead of an output parameter. PiperOrigin-RevId: 415049918
