Replace `EvaluationVersionBehavior` with a method `NodeEntry#getMaxTransitiveSourceVersion`. Both the graph version and the max transitive source version (if present) are provided to node entries in `setValue`. Nodes can choose which to use. PiperOrigin-RevId: 414266059
