bazel packages: make native.existing_rule return mutable dict This restores undocumented behavior accidentally changed in commit 48b446efb3cd6b14e2aa5f8a50c6a58ab4d73888. Also, document the horror that is existing_rule. PiperOrigin-RevId: 279390031
