Split `FilesystemValueCheckerTest::checkDirtyTreeArtifactActions` into individual test cases. The test scenario defined in `FilesystemValueCheckerTest::checkDirtyTreeArtifactActions` contains multiple separate test cases lumped into one (>200 LOC).
