Validate a missing repo mapping like it was recorded by a repo rule (#31516)

### Description

`RecordedRepoMapping.getValue` now reports a mapping to a non-visible repo as `null`, which is what `Label()` in a repo rule records for an apparent repo name that isn't mapped. `RepositoryMapping#get` never returns `null`, so the value was previously the apparent name.

### Motivation

A repo rule that constructs a `Label` with an unmapped apparent repo name, e.g. for an optional dependency, recorded `REPO_MAPPING:,optional_missing \0` but validated it as `optional_missing`, so neither its marker file nor its remote repo contents cache entry was ever up to date and the repo was fetched again by every server and every fresh output base. Reported in https://github.com/bazelbuild/bazel/pull/31452#issuecomment-5971363627.

Bazel

{Fast, Correct} - Choose two

Build and test software of any size, quickly and reliably.

  • Speed up your builds and tests: Bazel rebuilds only what is necessary. With advanced local and distributed caching, optimized dependency analysis and parallel execution, you get fast and incremental builds.

  • One tool, multiple languages: Build and test Java, C++, Android, iOS, Go, and a wide variety of other language platforms. Bazel runs on Windows, macOS, and Linux.

  • Scalable: Bazel helps you scale your organization, codebase, and continuous integration solution. It handles codebases of any size, in multiple repositories or a huge monorepo.

  • Extensible to your needs: Easily add support for new languages and platforms with Bazel's familiar extension language. Share and re-use language rules written by the growing Bazel community.
