Remove native exec transition API. This is a no-op: Bazel applies the equivalent logic through https://github.com/bazelbuild/bazel/blob/86b157aee418b5c95349060eeabbeb3ac22d8125/src/main/starlark/builtins_bzl/common/builtin_exec_platforms.bzl .
