Update desugar to fix method signatures after adding emulated interfaces Previously, Desugar was `null`-ing out signatures after adding emulated interfaces. This CL updates the behavior such that it preserves the signatures, as well as fixing signatures with the newly added interfaces. It follows the Java specification of the Java signature as specified in https://docs.oracle.com/javase/specs/jvms/se12/html/jvms-4.html#jvms-ClassSignature PiperOrigin-RevId: 257167859
