Return a dictionary of providers. The dictionary is of type str -> provider. It would be nicer to use provider's key for the key, because that would make it behave the same as Target type (you could use target[JavaInfo] on it. But the problem is providers' keys are not hashable. The change makes semantics.post_process a tad easier - to change one of the providers, there's no need to filter the list and change one member. If this turns out to be performance regression we can probably go back to lists and some utility functions. PiperOrigin-RevId: 424350192
