Remove some stale code in PackageFunction.SkyframeHybridGlobber. An earlier commit [1] made FileSymlinkCycleException obsolete here, because [2] had already made FileSymlinkCycleException a subclass of IOException.

It's worthwhile to note that had it not been for [2], [1] would not have been sufficient for the case of unbounded symlink expansion (FileSymlinkInfiniteExpansionException); this is because the hybrid globbing code incorrectly didn't handle that error case, and has had this problem since the beginning [3] (note that [4] predates [3]).

Therefore, I regret not being more careful in [1].
