Ignore diff notifications for the root directory. The MacOSXFsEventsDiffAwareness implementation reports change events for the root directory/ies being watched. If these are reported, they become empty paths in the view computed by LocalDiffAwareness. Ignore them. Discovered while looking at #10776, as I made MacOSXFsEventsDiffAwarenessTest stricter by ensuring that we do not get extra notifications we don't know about. Tested: The MacOSXFsEventsDiffAwarenessTest are currently disabled due to flakiness so I manually enabled them locally to run them. RELNOTES: None. PiperOrigin-RevId: 312079369
