bazel syntax: rationalize depset cast operators
This change adds {,noneable}Cast operators to Depset,
similar to those added to Sequence and Dict in commit 858039031b3fcfb58ab589e06b1e6db493a9e740,
replacing getSetFromParam and its noneable variant.
Also:
- change result type of toCollection methods to ImmutableList,
since it's already exposed thorugh getSet().toList().
- make TypeException give informative errror
