Bring Bazel Icon back Move `resources.o` from `src/main/native/windows` to `src/main/cpp` so that it's in the same package of the client target, otherwise Bazel gives a warning about importing files from a different package. The [previous commit](https://github.com/bazelbuild/bazel/commit/f8128c3ce2160e5d6243a2dfd94b399d11ee282e#diff-d502216841aa3ec6c5f3675617a23963) trying to fix the warning also caused the Bazel icon to disappear on Windows.
