[Android] Add missing -g for debug compilation mode to ARM crosstools Resolves #6193 cc @jin Closes #6202. RELNOTES: Fixed missing debug symbols when building native code with `--compilation_mode=dbg` that target Android ARM architectures by adding the -g flag. PiperOrigin-RevId: 214815486
