Revert "[7.3.0] Deduplicate locally executed path mapped spawns (#230… (#23290) …69)" This reverts commit ffe1df57c3ccbbff815df0068634b881da8c1501. Causes race conditions, see #23288 for details. Fixes https://github.com/bazelbuild/bazel/issues/23289
