In query2 test framework, use DummyTestFragment and FooPatchTransition Refactor the query2 test framework to also use DummyTestFragment instead of using --test_arg as a no-op configuration setting. Change TestArgPatchTransition and TestArgSplitTransition to FooPatchTransition and FooSplitTransition respectively. PiperOrigin-RevId: 367645826
