Windows: detect if started from Windows Explorer Bazel now detects whether it was started from a command line (or as a subprocess), or from Windows Explorer (by clicking its icon). In the latter case it displays an error message asking the user to run it from a command line, and waiting for a keypress so the user has time to read this message.
