Add flogger jars filegroup, similar to auto_value filegroup, needed for bootstrapping JavaBuilder (will be used in https://source.bazel.build/bazel/+/master:src/main/java/com/google/devtools/build/lib/shell/BUILD;l=35). Closes #6294. Change-Id: I0f51f3657da35c4f5dec35c4df317da169a409c0
