Create an empty filegroup if Bazel doesn't support xcode_config_alias yet. This is useful so that Skylark code that depends on this rule can decide if it's there or not (as opposed to failing due to a missing dependency) RELNOTES: None. PiperOrigin-RevId: 167839197
