Bazel documentation: update "Make" variables page

The original docs were *very* old and lots of stuff pretty outdated. This change:

* reflects the shift from global variables available to all rules toward rule-defined variables only available to opt-in dependers
* srovides concrete examples
* significantly expands and updates the $(location) section, including new references to $(execpath) and $(rootpath) and deeper explanation about what exactly these mean
* linkifies a lot more rule and attribute mentions
