Always set the catastrophe field in EvaluationResult when there was a catastrophe. Callers use that field to see if there was a catastrophe, and therefore if they should fully process the result in keep-going mode. Also make SkyframeTargetPatternEvaluator resilient to such catastrophes. I don't know exactly where catastrophic exceptions are being translated into non-catastrophic ones, but there's no reason to enforce such a requirement. We do continue to expect exception transformation, but don't need to crash if it fails. PiperOrigin-RevId: 422909793
