Move up addition of rule/aspect implementation-specific required config fragments. Now `RuleContext#getRequiredConfigFragments` returns a complete set that includes implementation-specific requirements. This also moves toward a more ambitious goal of computing required fragments before deps are analyzed. Removed some comments that I think are implied by the definition of `RequiredConfigFragmentsProvider` now that it stores structured objects. PiperOrigin-RevId: 395972027
