Don't test Bazel on Ubuntu 14.04 anymore. Ubuntu 14.04 is end-of-life and Bazel CI will stop supporting it. Context: https://groups.google.com/d/msg/bazel-dev/_D6XzfNkQQE/8TNKiNmsCAAJ We still have to build it on Ubuntu 14.04 for a time, because Bazelisk currently tries to explicitly download ubuntu1404 binaries on all Linux platforms.
