Fix `--nozip_undeclared_test_outputs` on Windows Without this change, testing with `--nozip_undeclared_test_outputs` always fails with this error: ``` FATAL: MappedOutputFile(): CreateFileW() failed: (error: 3): The system cannot find the path specified. ``` Closes #16973.
