Remove redundant describe()-like parameters from ExecException#toActionExecutionException. The remaining ones insert the label, which otherwise doesn't get printed, but obviously should be. This is more clean-up work before changing how these error messages look in general. Shouldn't be any major differences in output. #11151 PiperOrigin-RevId: 336893371
