Add Codec for NativeAspectClass. As a result, remove @AutoCodec from concrete subclasses. Improve debugging message on serialization failures. Lot of test-side changes to make sure aspects are properly registered with the RuleClassProvider. PiperOrigin-RevId: 185607202
