Remove custom error messages for SpawnAction. The default error message already includes this detail, via https://github.com/bazelbuild/bazel/blob/1eb645c93cfe011abd2ef98ca3466e8fe4e92993/src/main/java/com/google/devtools/build/lib/util/CommandFailureUtils.java#L244. It appears that this new message was added out of whole cloth by @ulfjack in unknown commit but I honestly don't see why: CommandFailureUtils.java was around and being used long before that.
