Provide IPv6 instructions Update Bazel's "Working with external dependencies" documentation to address a case where dual-stack IPv4/IPv6 build machines need to be configured to prefer IPv6, which is not a default behavior in Java. Closes #11790. PiperOrigin-RevId: 323782058
