Remove dependency edges between aspect and its target dependencies add `BaseTargetPrerequisitesSupplier` to be used by `AspectFunction` to retrieve the `ConfiguredTargetValue` and `BuildConfigurationValue` of the target's dependencies without creating a dependency edge between them and the `AspectValue`.
