Break up some Java libraries to allow upcoming additional dependencies without introducing cycles. Three main changes: 1. `ArtifactExpander` is broken out of `Artifact` and built in its own `java_library`. 2. `ArgChunk` is broken out of `CommandLine` and built in its own `java_library`. 3. `Artifact#addExpandedArtifact` is inlined in its only caller (`ActionInputHelper#expandArtifacts`).
