Improve the docs on allowed package names. * Mention how `/./`, `/../`, etc are not allowed. (Enforcement added in commit `c1caffa` in 2015 but the docs weren't updated) * Rephrase and reorder to distinguish between Bazel's technical enforcement and best practices.
