bazel packages: simplify WorkspaceFactory.execute
- remove parseForTesting method
- remove unnecessary StoredEventHandler and call
to handler.clear(). It is now local.
In WFTestHelper: ("helper" is OOP jargon for "junk")
- skip writing WORKSPACE to file system
- remove unused methods and fields.
