Make -XX:HeapDumpPath a volatile startup option when it is set inside the launcher to not trigger a server restart. Changing the value explicitly (via --host_jvm_args=-XX:HeapDumpPath=foo) continues to trigger a restart since --host_jvm_args=-XX:HeapDumpPath=foo is in the list of startup options diffed, alongside the bare -XX:HeapDumpPath=foo.
