Allow BazelPackageLoader to load external repositories. Also, disallow BazelPackageLoader from fetching missing external repos. Integration tests for BazelPackageLoader wrt external repos will be left for a follow-up CL. RELNOTES: None. PiperOrigin-RevId: 188967694
