bazel: Fix a `genrule()` crash when `srcs` have different depset order This crash was introduced by https://github.com/bazelbuild/bazel/commit/6baebe710147d1d1e0003cfe7490c259b7a15c38 which switched the code away from explicit `NestedSetBuilder.stableOrder()`. Unfortunately, the replacement `NestedSetBuilder.fromNestedSets()` call always uses the order of the first `NestedSet` as the order of the merged set. This means that a `genrule()` whose `srcs` have different depset order will crash with an error about incompatible ordering.
