Clean up src/main/.../docgen BUILD file Add "missing" target, put srcs in "canonical" place, etc. I'm pretty sure all of the binaries don't need a srcs because the main binary comes from the lib, _or_ the lib needs to exclude binaries, but that's separate (and something I possibly won't get to, but would gladly accept a change from someone who wants to confirm).
