Change checking of per-repository managed directories from a behind-the-back retrieval of ManagedDirectoriesKnowledge to just doing it directly. Also correct documentation of the current state of affairs: I'm not confident that what we have is correct/optimal, but I think it's good to at least know where we stand. PiperOrigin-RevId: 421252229
