Switch legacy_spawn_scheduler flag to false. The new scheduler works better on well-cached builds, and has been found to give performance improvements from 10 to 50% internally. RELNOTES: Dynamic execution now uses the new scheduler by default. PiperOrigin-RevId: 342593974
