Create an `AbstractSpawnExecutionContext` base class to handle common logic. Most importantly, standardizes the way that `ActionInputPrefetcher` is called. This will be important for a followup. Handling of `BulkTransferException` is moved to be alongside handling of other exception types. To allow this without a circular dependency, `ActionKey` is refactored into its own library.
