Replace RuleClassProvider fields with PackageFactory in bzl-related skyfunctions

Before builtins injection, BzlLoadFunction only needed RuleClassProvider. Now it needs both, and PackageFactory already has a reference to RuleClassProvider, so let's just keep the latter. (PackageFactory will become the canonical home for logic that determines the bzl environment anyway.)

The same simplification is applied to other Skyfunctions that BzlLoadFunction interacts with through static methods in the inlining code paths, namely, ASTFileLookupFunction and StarlarkBuiltinsFunction. (For ASTFileLookupFunction, we could've retained RuleClassProvider for now, but we'll soon need PackageFactory anyway for builtins injection purposes.)
