Encode `JavaInfo` provider type. https://github.com/bazelbuild/bazel/commit/da1aba957d71153ec6904ef872b4b8ffd33488fe introduces `BuiltinsJavaInfo`, which uses a different provider type (`LEGACY_BUILTINS_PROVIDER`). This information needs to be encoded along with the serialized provider fields for the deserializer to re-instantiate it back to `BuiltinsJavaInfo` instead of `JavaInfo`.
